Born in 1964 in Yerevan.
In 1986, he graduated from the Faculty of Architecture and Civil Engineering of the Yerevan Polytechnic Institute.
Until 1994, he worked at the Yerevanproject Institute as a design engineer.
In 1994, he joined the Ministry of Foreign Affairs of Armenia.
From 1995 to 1997, he studied at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia in Moscow.
Since 1997, he has continued his diplomatic service within the system of the Ministry of Foreign Affairs of Armenia.
Over the years, he has held the positions of Head of Division, Counsellor, and Minister-Counsellor in the Political Planning, Military-Political, European, and Americas Departments of the Ministry of Foreign Affairs of Armenia.
He has also served at Armenia’s Mission to NATO (Brussels), Armenia’s Mission to the United Nations (New York), and the Embassy of Armenia in the United States (Washington, D.C.).
From 2009 to 2014, he served as Head of the Department for External Relations of the Government Staff of the Republic of Armenia.
From 2018 to 2021, he served as Assistant to the Prime Minister of the Republic of Armenia and Head of the Department for External Relations of the Prime Minister’s Office.
Currently, he lectures at the Yerevan Branch of Lomonosov Moscow State University.
He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
